It sounds like baby acne. My daughter still got a few spots from time to time until she was 4 months old.
It’s your baby’s skin reacting to it’s new environment and adjusting to the oxygen and atmosphere that she wasn’t exposed to in the womb.
Don’t worry about it, and DON’T over wash the area or use any lotions, treatments etc. The spots will go in time - I’m pretty sure 99% of babies get it!

Have you been to a doc, it may be something more than just a common old rash. He could have an infection or a virus or something.
It may be an allergy to milk proteins. If you are BFing try to elimate dairy from your diet. If you are bottle feeding, switch to Alimentum or Nutramagin formula.
If your baby has hives you need to figure out what he’s allergic to and remove that allergen. Common sources of allergies in infants are: formulas, solid foods, laundry soap/fabric softener/dryer sheets, lotions, shampoos, soaps.
